OSHC insurance is mandatory for student visa holders in Australia, but “mandatory” does not mean “one size fits all.” Every approved policy meets the minimum requirements set by the Australian Government. The real comparison lives in the details that affect your wallet and your access to care.

The Minimum Every Approved OSHC Policy Must Cover

Single-student annual premiums typically range from roughly AUD 623 to AUD 806. The price gap reflects differences in extras cover, direct-billing networks, waiting periods, and member support rather than the core hospital and medical coverage.

Where Policies Actually Differ

Since the minimum is fixed, your comparison should focus on what changes your experience when you need care.

Waiting periods. All policies impose waiting periods for certain conditions. Pre-existing conditions and pregnancy-related care commonly carry a 12-month waiting period. Mental health services may also have a waiting period depending on the insurer and whether the condition is considered pre-existing. Accidents and emergency treatment are generally covered immediately. The exact definitions and durations vary between insurers, so check the product disclosure statement for the policy you are considering.

Extras cover. Some policies include or let you add dental, optical, and physiotherapy benefits. These sit outside the Deed minimum and differ significantly in annual limits and rebate percentages.

Direct-billing networks. The largest practical difference is whether you pay upfront and claim later or the clinic bills the insurer directly. Allianz Care, for example, has direct-billing arrangements with many university health services, particularly at Group of Eight campuses. Medibank and Bupa also offer large direct-billing networks and mobile apps for digital claims. A policy with a strong direct-billing network near your campus and accommodation means fewer out-of-pocket payments and less paperwork.

Gap fees. The MBS fee is a government-set reference price, not necessarily what a doctor charges. If your specialist charges above the MBS amount, you pay the difference. This gap is your responsibility under every OSHC policy. No insurer guarantees full coverage of all medical fees.

Comparing Policies Without the Sales Pitch

The Australian Government’s private health insurance comparison site lets you view key features side by side. Each approved insurer also publishes its OSHC product disclosure statement and premium schedule on its own website. Going direct to these sources gives you the official retail price without intermediary markups.

If you are price-sensitive, start with the lowest-premium policy that covers your visa length and check whether its direct-billing network includes clinics near where you will live and study. If you anticipate needing dental or optical care, factor the cost of extras into your comparison. The cheapest base premium may not be the best value once you add out-of-pocket costs.

What Happens When Your Visa Status Changes

OSHC must cover the entire duration of your student visa. If you extend your enrolment, you need to extend your policy before applying for the new visa. A gap in cover can create a visa compliance issue.

When you move from a student visa to a Temporary Graduate (subclass 485) visa, OSHC no longer applies. You will need Overseas Visitor Health Cover (OVHC), which is a separate product. Most of the same insurers offer OVHC, and some let you transfer without serving new waiting periods for benefits you already held under OSHC. Confirm this directly with the insurer before your visa change takes effect.

The ceiling depends on waiting periods, direct-billing access, gap exposure, and extras.
